Environmental protection is one of the most challenging issues tackled by the Programme
Through this axis the Programme aims to mitigate the various risks scenarios caused both by negative effects of climate change and by the human activities
Programme aims to contribute to "environmental protection" and "security of land and sea" through measures to protect the marine and terrestrial biodiversity, to provide support for the use of the natural heritage, for mitigation of the effects of climate change and the creation of tools for increasing the resilience of the population of the cross-border area
Within Axis 3, Investment Priorities 6d and 5b are integrated in order to increase the impact and the effectiveness of the actions funded, so to contribute to the achievement of the thematic objectives

Thematic Objective 6:
Preserving and protecting the environment and promoting resource efficiency
Investment Priority 6.d):
To promote and to restore the biodiversity and the soils, and to promote the services for the ecosystems, even through “Natura 2000” and the green infrastructure
Specific Objective 3.1:
To contribute towards the arrest of the loss of terrestrial and marine biodiversity in the area, maintain and reactivate the ecosystem and the protected area
Expected Result:
Enlargement of the size of protected marine sites and areas that continue to develop joint actions for the biodiversity protection
Beneficiaries:
research organizations, universities, governments, port authorities, civil and military authorities, associations category.
With reference to the protection of terrestrial and marine biodiversity and the use of the natural heritage, the program will focus its resources on:
• repair or replacement of terrestrial and marine habitats;
• interventions to reduce the negative impact on the biodiversity of the land and sea caused by the presence of non-indigenous invasive species (flora and fauna) and antropic activities;
• interventions for the monitoring of the seabed and functions of ecosystems and the control of the presence of invasive species;
• raising awareness on the management and sustainable use of natural resources;
• construction of access points, observation points, infrastructure in places of interest and/or subject to natural emergencies such as parks, reserves and geological sites.

Thematic Objective 5:
Promoting climate change adaptation, risk prevention and management
Investment Priority 5.b):
Promoting investments targeting specific risks, thereby ensuring resilience in case of natural disasters and emergency management systems
Specific Objective 3.2:
To promote systemic actions and technologies able to mitigate the climate change effects and the natural and anthropic risks with a particular reference to catastrophies from the maritime risks
Expected Result:
Enlargement of the surface covered by pilot measures for the mitigation of the effects of climate change
Beneficiaries:
Research institutes, universities, public administration, Harbour office, civil and military authorities, management bodies of protected areas
With reference to the initiatives that will contribute to mitigate the effects of climate change and cope with various risk scenarios, the program will devote a portion of its resources to fund:
• pilot interventions for prevention of hydrogeological instability, coastal erosion and areas of the Natura 2000 network
• interventions to identify health risks in the area and the coordination of joint actions
• small infrastructure for monitoring, prevention and adaptation to the marine hazard as well as instrumentation for observing and monitoring of weather and sea conditions in the area
• measures to expand the coverage of joint security systems (through ICT) and monitoring of the risk caused by changes in natural or human activities at sea
• creation of systems of management of natural disasters designed to increase the resilience of both populations
• interventions to support search and rescue operations through the joint integration of innovative models and existing technologies
